To clarify:  Hillsborough County Public Library Cooperative is one library
system that is paying for the privilege of RPA with Ancestry.  I take
advantage of it often as I'm on a fishing expedition across several
counties.  I also know the difference between World Cat and Ancestry as I am
a librarian who teaches genealogy and has done a lot of ILL requests.
