The Library of Virginia has these films. They are listed on the LVA
website on this page:
<http://www.lva.lib.va.us/whatwehave/local/local_rec/county_city/henrico.htm>
and furthermore, it says specifically on this page that these films
are available for interlibrary loan.
Perhaps your loan officer did not request them properly and needs a
little guidance. When I requested Borough of Norfolk microfilms on
interlibrary loan, I did it by printing out the microfilm reel list
for Norfolk, circled the rolls that I wanted, and gave the printout
to my librarian. I also follow this same procedure when I request
microfilm from other institutions such as the Kansas Historical Society.
Maybe before you go back to the loan officer with a second request,
you could ask the Library of Virginia directly whether these films
are available. The Reference Desk can be reached at
