If the clerk wants to play that game, hit the office with a Freedom of
Information Act (FOIA) request, and CC it with a cover letter explaining the
situation to the Spotsylvania commonwealth's attorney or the state attorney
general's office. Public records belong to the public -- that is state law.
There aren't many exceptions -- I doubt genealogical information is among
them.
If the clerk wants to play hardball, throw some heat.
