A second cousin who was doing a history of our Tompkins family wrote to
Richmond asking for my grandfather's death certificate.  They would not let
him have it.  So I wrote asking for it, and since I was the granddaughter
and in a direct line, they sent it to me.  If your mother or father made the
request, it might be acceptable.
