I can't help you directly, but I can tell you that there are several websites
on the Ballou/Ballew family, including those in Cumberland.  One Jordan
Ballew was the surety an the bond for the marriage of my gg grandparents
Archibald Bolling Baugh & Caroline Wash in Powhatan Co (formerly Cumberland),
so I stumbled across a couple.
