Given that your Hatcher cousins are likely to expect you to provide evidence
for your assertion <g>, I'll add here what I didn't take the time to do when
I quickly dashed off an answer. The key portion is in the third paragraph
below.

inhabitants of the United States,' copies of which are herewith transmitted,
prescribes that this enumeration shall be taken under the direction of the
Secretary of State, and according to such instructions as he shall give,
