Go to Goggle and type Worldcat  into the search box.   When you get the 
Worldcat page type Cornelius C Baldwin into search.  I got 6 hits when I 
did this- none of them were the book you were looking for. But other 
works he wrote are held by the Wisconsin Historical Society and the 
Chicago Museum.   You might also want to search under his name in the 
catalogs of Washington&Lee and the University of Virginia- both showed a 
book but there may be papers that are not included in Worldcat (catalog 
of library catalogs).
