This topic comes up about once a year and never contributes to a useful
discussion of Virginia family history research; and it sometimes
degenerates into an argument over public policies that are not part of
our purpose, which is helping one another with research and learning
about family history.

Please move your discussions of this particular issue to some other
venue.
