It was an important reference book, giving newspaper titles and those
periods the papers were available on microfilm, and the location of
libraries that held them. It was published around 1973, so it would be
out-of-date today. It's usefulness has probably been replaced by an online
database such as FirstSearch. Ask your librarian to do a search for this
title and where the film is available.
