I really do not know about B'ham Co., Nel, but I very much suspect that the legislation establishing that tax and to what category of people/chattels it was to apply are extant and availiable at the VA Library. Of one thing, I am reasonably sure, there was such a schedule just before the tax was levied/collected. I also would look in any of the immediately surrounding counties for the same time period, since only rarely were taxes levied in a single county.
