Most of the states in the southeastern US were in a state of denial when it came to Native Americans. All Native Americans were supposed to have been moved West of the Mississippi according the Indian Removal Act passed by Congress in 1830. Virginia was especially bad. The only descendants of a Native American they recognized were those of Pocahontas all others according to Virginia were mulattoes or blacks. It wasn't until the 1970s that births could be registered as Native American.

Google Walter Plecker a racist who was Register of Virginia Vital Statistics from 1912 to 1946 who attempted to wipe out all mention of Native Americans in Virginia's records. Including changing birth records and marriage records from Native American or Indian to mulatto or black.
