Wes,

I seem to remember that it is the arability of the land that the rate 
was set on.  However I don't ever remember seeing a schedule of rates.  
I wonder if the rates and how they were applied  varied by county.   The 
average size of the land holdings might make  a difference.  Also were 
the rates set to give a break to the larger land holders.
