Virginia Counties by year of formation are available at most Virginia
Libraries. Not to easy to read.

My copy is called Formation of Virginia Counties from 1634.  Cost was $3.00.
Published by Iberian Pub. Co 1985

Madison was formed from Culpeper  in 1793.
Bath was formed from Green brier in 1791
District of Columbia formed in 1791
Patrick was foromed in 1791

These are just examples. It looks like at least half of Va, WV, and Ky
counties were formed after 1790
