I'm NOT referring to making a book of death certificates, but to using them
in a family history work. Maybe 50 of them ?

One question is "how many images" If it's a smallish selection of images
regarding family members, then it would fall under the "fair use"
principal.

If it's a compilation of "Death Certificates of Whatever County" 18XX to
19XX" Then that would be problematic.
