The area in question is Hampton/Newport News Area.
The Fort Monroe base is located in Hampton.
Phoebus is the Neighborhood Just over the Bridge from both the southside and
from a bridge from the Base. It is also very near Hampton University.
You might want to try the Elizabeth City Records which was absorbed by
Hampton in July 1952. Hampton Records, York County and Gloucester.

Would anyone know where to start searching for information for a place called
Phebis which was close to Fortress Monroe? Phebis was incorporated into
something else and I need information from the 1880s.

Also, there was a post Civil War school called Hampton School. Does anyone
know where I could find information about the people that worked there in the
1880s?
