The documents in question are not tax lists, but the "Lists of Inhabitants" taken 1782-1785.  They survive for 39 counties plus Williamsburg.  They were used as the basis for the Virginia "Heads of Families .... 1790" published by the U.S. Census Bureau.  Microfilm of the manuscript Lists of Inhabitants is available for interlibrary loan from the Library of Virginia, Miscellaneous Reel 1263.
