Plecker became head of the Bureau of Vital Statistics in 1912 and remained
there until just before his death in 1946 and presided of one of the most
shameful periods of VA's history. In the 1980s the state passed a law allowing
Native Americans who had been classified as black by Plecker to have their records
changed at state expense and the governor of Virginia has issued an apology to
the Native Americans who where treated this way by Plecker.
