Your Gmaw was not a crook....... :-) Her conduct was permissable and remains so. As Lee will tell you, a tobacco quota is assigned to an individual, not to any particular tract of land. Thus, if you have a 2000 lb. quota, that is all you are allowed to sell, and therein lies the control factor. Are there cheats? Of course. Right, Lee?

Paul, thought you might be interested in this: my Mother had a tobacco
allotment for her farm. The government paid her NOT to plant tobacco....yet
she rented the land to her neighbor who planted tobacco on the land. I
suppose you could call it the government's right hand not knowing what it's
left hand was doing or perhaps the opposite. I surely hope it was all
legal!
