Randy's list is most interesting! Since most of the exemptions still would imply finding other records of "normal" life or other family members, the following 2 seem the most likely.

(3) Not being a citizen of Virginia

This would certainly explain why there can be found no connection to the other Lunenburg Hatchers - an interloper gumming up the works!

(10) Being a non-resident of the county -- the tax was imposed only once, so if a man owned property in two counties, or in two different "quarters" in one county, he was exempt from the tithe except at his place of residence 

The above seems the most likely choice. Since Wm was not found on the earlier Lunenburg lists, it would seem he has purchased Lunenburg land c1754 and applied for an exemption in 1755, as a resident of another county.

It is also his absence from earlier lists that would indicate he was not "elderly" since it seems unlikely an old man would leave wherever he was living, buy property in another county and then apply for an old age exemption.
