All should remember that the County Court had the authority to do whatever
it pleased about any tax, levy, or financial requirement of any person who
was a resident in any time of emergency.  Those courts assumed those powers
as they saw fit, their decisions to be overturned by either the Kings Court
or the Council in session, and they jealously guarded that measure of power.
