That is the Windows 98 program that allows you to use long file names.  Remember
on earlier versions of Windows you could have file names that were only 8 or 10
characters long?  If you deleted that program you will not be able to use long
file names.  To restore that  program you will need to use your backup disc, or
original installation disc.  Instructions can be found at:
