There has been some discussion here recently about county records in
certain VA jurisdictions that are not available without special
permission.

If I had a need to access records at these jurisdictions, I would
certainly check with the VA state legislators in advance.  It is my
understanding that if these jurisdictions receive any funding from the
federal government, the records should be available under the Freedom of
Information Act.  And I would find it hard to believe they do not
receive any funding, grants, apportionment or support from the federal
government.
