We found an answer to our question in a wonderful document (PDF) offered at
the www.census.gov website. The name of the document is:
"Measuring America: The Decennial Census From 1790 to 2000"
It can be downloaded at:
http://www.census.gov/prod/www/abs/ma.html
On page 5 (7 of 59 of the PDF file) it states:
"In 1790, marshals took the census in the original 13 states; plus the
districts of Kentucky, Maine and Vermont; and the Southwest Territory
(Tennessee)."
From this we conclude that the counties soon to be Kentucky were not
considered as part of Virginia for the 1790 Federal Census. I guess we
should have investigated this further before asking the question on the
list.
