3I would not be comfortable in responding without seeing the entry
as it appears in the VA records.  I do not trust abstracts, except
those done by identified and highly competent researchers; everyone
makes mistakes.  If - IF - the record is as stated, then the ward
was somehow prohibited from marrying by order of court or through
other legal disabilty, any of which should be have been the subject
of attention by some court in the county in which she resided.  I
would suggest that you gain a copy of the record and then search the
courts' orders/minutes for the weeks before and immediately after
this date.
