The term "infant" is a very old legal term from English
common law. It applied to children under the age of
"emancipation", or adulthood. States usually set
that as 16, some 18. In NC, an infant could declare
a guardian, rather than have a court do so, after age
14 or 15 [as with one of my g+grandfathers]. Still appears
in some state documents.
