Virginia licenses to practice law were issued by the Colonial Council, based
upon recommendations by others previously licensed (and by those who knew
the right people).  Attorneys have been so admitted since the first years of
the American colonies.  By the early years of the U.S. (and to now) the
highest court of each state has set its own rules for admission.  Those
courts almost without exception have records of all who have been admitted
in that jurisdiction since their statehood.
