Requirements to teach became more stringent over the last one hundred years, but there was still a great deal of variation. My first grade teacher in 1957 in Albemarle County had been teaching for years on a 'temporary' license since she did not have a college degree. Knowing what the legal requirements were is one thing, but knowing what was actually done is another.
