Elenor Bland, assignee of George Wise, in response to a Land Office Exchange
Treasury Warrant No. 2412 issued February 25, 1822 was granted 58 acres in
Monongalia County VA/WV on a right hand branch of Kellums fork of Dunkard
Creek adjoining and above George Hixenbough's land.

A notation on the left under her name and the acres granted, it abbreviates
Asco? & Gt delv to Mr. Billinglsey. Other land records list notations
similar to this, although the name to which the delivery was made was
different. What was the function of the person to whom the delivery was
made? Was Mr. Billingsley Elenor Bland's intermediary, a land office
employee, or something else?
