Most likely they were of Native American descent. That is the typical pattern on the census, Free Persons of Color, Mulatto, Black, White it goes back and forth. Virginia until within the past 30 years refuse to recognize that they had anyone of Native American descent except those descending from John Rolfe and Pocahantas. They had a special law for them.

Virginia had a director of vital records Walter Plecker who changed records from Native American to Black. Just enter his name in your search window to read about it.
