Have you checked vertical files for that county?  Obituaries?  Cemetery records for any details gathered in that record?  Asked the sexton of that cemetery for the names of anyone else who might have inquired after those graves?  Military records for both those men?  City directories for Norfolk?  That county gen. society?  Deed records to see where those two owned land?  Churches in the neighborhood of those lands?  Tax records of that county?   

WHERE, WHERE, WHERE will reveal much more than the internet, unless you happen to stumble up on some person who has solved the same problem (and that is NOT atall likely).

  My maternal great-grandfather's paternal grandfather has a beautiful obit, a
  lovely little marriage bond listing, clearly written Interment card but no
  parents listed anywhere. To make matters more difficult his name is similar to
  another in Norfolk in the same timeframe - he is Joshua David, the other is Joshua
  Davis both surname REED no discernible connection.
