For those who care, what happened by whom and where the headrights were
utilized turns very much on what "transported" meant in the law.  For but a
couple of myriad examples; does that term mean "paid for the passage?", if
so, "paid who for the passage?", "was the servant brought by the owner or
master of the ship upon which he/she came", "paid some portion of the
passage to the ship owner or some other person who also previously paid part
of the passage", "bought the headright by repaying (plus a measure of
profit) those who bought the headright from another person who had bought
the headright here from a neighbor or whoever?", on and on.

Based on what I have seen, it appears that almost anything that you can
imagine, concerning land provided for importing people, probably happened at
one time or the other.  Irrespective of the actual law, the controls over
"who did what when" were obviously very poor, and it appears that some
people obtained multiple pieces of land for "importing" (wink wink) the SAME
person on multiple occasions over many years!  It could be that Dennis
Cornell had been in VA for some time, but was somehow "used" in the above
fashion by Richard Taylor (not to "pick on" Richard....this seemed to be a
common practice).  The person being "imported" probably just wanted a place
to live and work, and he/she probably had little concern (or input) over how
things were being handled "at the top."
