I would go to a local Judge. If the "removers" obeyed the law they
needed to get a release from every living descendant 18 yrs. and older.
They then had to go to court where a Judge ruled on it.  We recently
moved some relatives from one location to another so it is fresh in my
mind.
There may be exceptions, but I don't know of any.
