I found six references, and followed the petition from one committee to another to another, then back to the original. It was finally approved in 1860, and now there is a marker in his memory next to the grave of his son, who also continued to fight for his father's honor. I have all I found, including the petition and pay record from N.C. in a PDF file, and have shared with my York kin.
This was the last step since there were 6 men by the name of William York in Georgia at the same time - all Revolutionary soldiers, so I have to start by sorting them out. Was about to 'settle' for a Pvt. William York, however I just decided to put it on the York list one more time, and was directed to Google books.
What a happy ending!

And there are 5 references to "William York" in Vol 3 of U.S. House of
  Representative Private Claims, Vol. 3
