The same thing mostly (1) was used in other states where I have researched. Mostly notably in Jackson Co. AL where my VA Gullatts settled. 

We had a long discussion at the jacksongenealogy group a few years ago and finally came to the conclusion that it was a notation that census taker used but for what remains a mystery. I have never seen an explanation that would fit for all examples. I don't believe it means there are more than two with the same name in each household because sometimes the entire household has it.
