As a follow-up to the Spotsylvania situation -- several
years ago when I was researching antebellum county records
deposited at the state archives, I was not allowed to see
original records until I had obtained a letter of
permission from the relevant county clerk.  I still can't
figure out why this would be so, since I too always
thought that public records of any kind are public property
--period. Can anyone explain this?  Does anyone know if
this requirement is still in place at LVA?
