Thank you to those that responded. I had one private response that I found 
very interesting since I have never tried to familiarize myself with the 
Henings items. This info ("1786 session -- law effective 1787") stated which 
counties had 1, 2 or 3 commissioners. I did not know there was a law 
concerning this!! Again thank you all.
