Using the Library of Virginia's digital collections on Virginia Memory can be confusing at first. In this case, the link to the Lost Records Localities Digital Collection took you to the search page for that particular collection. From here you can search for a specific item (which you did) or browse the entire collection. When you search for a particular item, the search results display as a catalog record, not the record itself. The catalog record provides title, date, source information, etc.

To see the actual record, click on the image thumbnail you see in the catalog record. After clicking the thumbnail image, a new window will open displaying the document images. Clicking on the image thumbnail in a list of search results will also take you directly to the document image and bypass the catalog record; whereas clicking on the record title (i.e. Buckingham Tithable List A-G) will only take you to the catalog record.
