It is likely that John Salling of VA was the last; much research has been done re Walter Williams. As Mr. Conard has said it is believed Williams was a faker and never served on either side - far too young.

  I hope you are not referring to Walter Washington Williams of TX as the last
  confederate veteran.  He was proven a fake but took all the laurels and honors
  bestowed.
