Without knowing more about your programs, etc., the only recommendation
that I could make would be an accounting firm, such as the one we use in
Christiansburg.  Our accountant's name is Shane Lavinder, (540) 953-1152,
and is very knowledgeable about laws/regulations affecting local
government.  Hope this information is helpful.
