Greetings VA-ROL Members,

The following changes have been made to Locality General Schedules:

- Administrative Records; GS-19: Series 200131 added for "Industrial/Economic Development Authority"

- Sheriffs and Regional Jails; GS-08: Series 200132 added for "Compensation Board Certification Program"

Changes have also been made to the Certificate of Records Destruction (RM-3 Form), along with its accompanying Preparation Instructions and Completed Sample.  The significant change to the form is in Line 9, formerly the "Records Destroyed By" block.  This has been changed to "Records Destruction Affirmed By:" to allow a responsible person to affirm that the records have been destroyed without actually performing or even witnessing the destruction (a practice already taking place).  After someone from the agency witnesses the destruction of records by a third party (e.g., a shredding truck in the parking lot), or a service provider destroys the records offsite and returns their company's certificate of destruction to the agency, then, in line 9, the responsible agency staff member affirming the destruction would be identified in the name block, and then would sign and date the form. The service provider's certificate will stay with the agency's copy of the RM-3, as we are no longer accepting attachments of any kind to the original RM-3.  The instructions and sample have been updated to reflect these changes. These documents may be found on the forms Webpage:
