My primary concern with information/records being retained on these
copiers and printers after we dispose of them is the potential for
improper disclosure of confidential information/records that government
is legally obligated to protect.

Items stored on that hard drive are not considered record copies.
However, such a hard drive may be subject to discovery in a court case.
