It's just my two cents, but I can see many instances when court records would be needed far beyond those of the prosecutor. The accessibility of certified conviction orders is but one. GDC records are kept for ten years, while GS-13 requires only one. I might need that petit larceny conviction order decades later.
I also see this as a separation of powers issue, although it technically isn't. The Clerks are more of a judicial branch entity under the auspices of the Supreme Court of Virginia; while the C.A.'s are more akin to the Executive Branch, as is the Library of Virginia.
I think that there is good reason for different schedules, and I don't think that Circuit Court records, which can be reduced to a digital format, should EVER be destroyed. They could be needed far, far into the future. There is no statute of limitations on convicted felon status.
Again, it's just my two cents, and probably not worth that.
