A couple years ago Virginia authorized certain loans that are in excess
of 300% per annum.

I believe in colonial times rates above a certain level ( I am guessing
no higher than 10% ) were illegal, and possibly ? criminal.

How has the law evolved to this radically different approach? How have
the laws of Usury evolved in Virginia over time?
