That's a definite drawback. For those who haunt those records  
regularly, it can be effective to make pointed noises about those  
older records and their value for land disputes, genealogy and to  
point out the problem that Henrico had with the jail property and its  
reversionary clause and wondering what other legal landmines are in  
there. Squeaky wheel gets the grease.
