Eric,
He probably attained that rank after the war. The War of 1812 Society in the Commonwealth of Virginia is publishing a book on veterans of the war buried in Virginia. It is currently at the publishers but we are already working on a revised addition. Charles Willis is not in the current edition.
If you know where he is buried, we will be happy to include him in the next edition. (Revisions are in an errata appendix, which is still being updated.)
