Thanks, Fred, that seems to wrap up any controversy, too bad this source 
wasn't presented earlier.  Now I need to study Congressional history of 
those times to learn whether 'all' Congressmen who voted for federal budget 
cuts at that time were indeed of the same mentality.  I certainly hope not.
