Yikes.  Could they be thinking of Thomas, 6th Lord Fairfax--who of 
course didn't "settle Virginia" but did settle in Virginia?

Offhand, I can't think who else they'd have in mind.  Do you have an 
exact citation of the standard in question?

As you probably know, such "standards" can be distinctly substandard.  
I have no particular knowledge of Virginia's standards, but my husband 
teaches government in a Maryland high school, and identifying errors in 
the state standards and tests there has become a sort of grim parlor 
game for him and some of his colleagues.  I don't know why the Virginia 
materials would be any more reliable.
