Neither the cooperation between Virginia and Maryland nor the inspection
and warehouse programs that forced trash tobacco out of the trade and
both raised and stabilized tobacco prices in the 18th century have
gotten the praise they deserve in the economic mythology of the Old
Dominion.  Maybe we need a bumper sticker that reads:
   "Virginia: Prosperity Based on Government Regulation Since 1722"
