Paul,

    I suspect that you are right but this could be changed quite easily. 
One method would be to use the one adopted by the Texas state legislature: 
establishing ready admission to the flagship state university for students 
graduating at the head of their class in ALL the state's high schools. 
(This would mean that Wise, Lunenburg, and Gloucester County students would 
get the same chances as those from Fairfax and Chesterfield.)  Another would 
be to fine tune the community college system and negotiate matriculation 
agreements between them and UVA.  Even UVA has leakage from underclassmen. 
Fill those slots with the most qualified transfer students from all over the 
state.
    Every Virginian is paying for the state university system.  Mr. 
Jefferson's ghost might smile if the daughters and sons of farmers, shipyard 
workers, and forest rangers started graduating proportionately with the 
children of large landowners, lawyers, and investors.
