 ??? Putting quote marks (" ") or semi-quotes (' ') around a word or phrase is no more or no less than inserting the phrase 'so-called' in front of the bracketed word.? Writers use it to give emphasis or special attention to the designated word or words.? The words so designated vary widely from one writer to another in the same period and even more from one period to the next.? It's not a problem worth worrying over; and not one amenable to a 'solution'.? Writers will do what their spirit moves them to do, whether we like it or not.
